WRNI – Blue Bross and Blue Shield of Rhode Island is out with a set of changes. Most of them apply to the board or top executives, and most are in response to demands from Governor Carcieri and the general assembly. State house leaders say the moves are a good step, but not a substitute for proposed legislation. Doctors and some consumer groups call the plans woefully inadequate. WRNI's Martha Bebinger reports.
