PROVIDENCE, R.I. – Last night, Governor Lincoln Chafee unveiled his first state budget proposal. The spending plan calls for Rhode Island to lower but broaden its sales tax, put into effect a new state education funding formula, and increase by three percent the amount state employees and teachers pay into the employee pension system. To break down Governor Chafee's proposal, WRNI's Elisabeth Harrison spoke with WRNI Political Analyst Scott MacKay.
