Providence – Governor Lincoln Almond has taken the first step in what's expected to be a tumultuous budget debate in Rhode Island. Current projections suggest a $70 Million deficit without cuts in spending or increases in revenue. The range and depth of the cuts is enough to make just about everyone who depends on state funding nervous. WRNI?s Martha Bebinger reports:
